A portion of China's reduction in exports to the USA might be due to trans-shipping through Vietnam and other SE Asia countries. Trans-shipping is also why a complete tariff barrier needs to be uniform across the board. There are different ways to hurt China economically, including tariffs. However, the way the Trump administration carries it out is likely counter-productive. I believe gradually raising tariffs from 5% to 10% or more by 1% a year would be better. Without a strong domestic manufacturing base, the US economy is brittle. The way Trump does it is more likely to be preparing for a military confrontation.
