Yes, but that means someone having the ability, the material, and the intention. Unless Iran itself is paper-thin beneath the nuclear threshold, I don't see another country performing that necessary surgery. Iran also must survive the hit of up to 100 warheads and still hold together. When traffic and infrastructure are broken, it is difficult to hold a nation together without a civil war.
